Dubai Construction Sector Surges 20% with Over 30,000 Permits in 2025
Dubai’s construction sector is experiencing strong momentum, with Dubai Municipality confirming a 20% rise in building permits during the first half of 2025. More than 30,000 permit applications were processed, covering a built-up area exceeding 5.5 million square metres, all cleared for immediate execution.
In July alone, newly licensed projects accounted for 1 million square metres, highlighting the sector’s role as a driving force in Dubai’s economy and real estate market.
Breakdown of Licensed Projects
Multi-storey commercial & investment buildings: 45% of total licensed space
Residential villas: 40% (over 2 million sqm)
Industrial & public buildings: 15%
This distribution underscores Dubai’s diversified development strategy, balancing residential demand with commercial and industrial growth.

Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency, emphasized that these figures reaffirm Dubai’s reputation as a global leader in sustainable construction and innovation. She added:

The “Build in Dubai” unified platform has revolutionized the permitting process by accelerating approvals, improving efficiency, and minimizing errors. The integration of Building Information Modelling (BIM) into automated audits has further improved submission quality from contractors and consultants.
Training and Quality Standards
Dubai Municipality also ensures compliance with the Dubai Building Code, green building regulations, and universal design requirements that guarantee accessibility for People of Determination.
Through the Dubai Municipality Academy, weekly training programs are equipping engineers with the technical and digital skills needed to meet the Emirate’s ambitious urban development and smart city goals.
